When King George tried to enforce his unlawful acts he forced homeowners to house his soldiers so they could be used against the townspeople more readily.
In Europe, quartering troops was worse than a plague. Soldiers that took over the homes were notorious for raping the women, destroying the homes, abusing and pillaging the owners.
One of the reasons for the Declaration of Independence was that King George had: "quartered large bodies of armed troops among us."
The evil that was produced by disarming the people in the time of King James the Second, was, that the King, by means of a standing army, quartered among the people, was able to overawe them, and compel them to submit to the most arbitrary, cruel and illegal measures.

Excerpt from the above pamphlet
The government doesn't quarter troops in our homes, but it does destroy our privacy by wiretapping our telephones, seizing business records and keeping extensive files on most citizens.
